Buggy, bully-oriented play, but okay with friends

Ive run into multiple bugs playing this game, and its very pay-to-win. Alliance activities can be fun if youre playing with friends. The most annoying part of the game is it rewards bullying behavior. Game levels range from 1-30, and there are events that encourage the lvl 30s to destroy everyone of a lower level, making it pretty hard for ppl to advance without spending money on protection, etc. It would be improved if some level ranges were added so ppl can only attack bases within 4-5 levels - would add strategy. Ultimately, there are better quality games out there to spend money on.
